Description
English: The first page of Federal Income Tax Forms for 1961, the instruction and forms booklet for IRS Form 1040 and its Schedules, mailed out to taxpayers early in 1962. (The mailing label has been removed.) This first page features "A Personal Letter to Taxpayers", written by Mortimer M. Caplin, the Commissioner of Internal Revenue from 1961 to 1964, which begins with a quote from Oliver Wendell Holmes: "Taxes are what we pay for civilized society ...." Caplin goes on to state that tax forms are part of what is necessary to preserve the American way of life.
